Hello Ross:
The situation you have described here might not be due to any problem
with Arachne, otherwise many others would probably be reporting the same
kind of difficulties with their mailing lists.
Perhaps your ISP has recently imposed a new policy on mailing lists.
In an effort to thwart would-be spammers some ISPs are limiting the
number of recipients to whom a user may send a single email message.
I would suggest that you ask your ISP's tech support people about this
to see if they have set up any changes at their end insofar as the
handling of multiple recipients for email messages is concerned.
