You will probably be surprised to hear that the wm 
is actually the least important component.  In fact, 
the wm is optional. For a long time I ran X without
a wm.  A wm just adds convenience (and a few do-dads).
The real work is being done by X.

Netscape, probably.  Although there may be some effect 
from your DeskTop (KDE or Gnome) and/or your Xserver.

I don't know about your Netscape, but 3.04 has a 
/usr/local/netscape/Netscape.ad file with lots of 
info about customization.
