no ... but why should it ??
it documetns that it is rs-232 and propably hayes (at) compatible.
So it will work with any peace of software which can take advantage of a
standard serial modem.

Sure ... because the 'average' user uses windows.
and the windows users need the instructions most.
(they are 'inexperienced')

This is only a precaution.
if you send data that is excellently compressable, than you could exceed
the setting. (this will not happen :))
Anyway, if you have a sane UART, you should set the transfer rate to 115
KBaud.
