Rob explained it in a later post.  Maybe you missed reading it.  He said
that he likes to use DR-DOS 7.03, but he is forced to use Windows 2000
at school.  Several versions of Windows offer the operator the option
to restart the computer under a previous version of DOS.  When the
the operator selects the option to restart the computer under a previous
version of DOS, Windows will produce backups for the Windows startup
files and copy dconfig.sys and autodos7.bat to config.sys and
autoexec.bat respectively.  The operator may later start up Windows
again under some process whereby the backed up Windows startup files are
copied to config.sys and autoexec.bat.  Something like that happens.  I 
don't know what happens with the operating system files when these
processes are going on and I don't understand how the switchover is 
accomplished so automagically.  I never fully investigated the matter.
A Windows expert could of course provide a much more comprehensively 
detailed technical explanation of exactly what happens and he could very
well criticise my overly simplistic understanding and my attempt to
explain it.  I would certainly not object to becoming enlightened on any
points in which I am wrong.
