Could be only a carrier loss. It usually happens when there are parasite
signals on the phone line (like chirps). There is a guard time which helps
modem distingush between a short duration carrier loss and a true hangup
by the remote modem. It can be tweaked by modifying the value of the  S10
register (ATS10=n tenths of second). At least this is the case with my US
Robotics external modem.
