I also disagree with the proposal for two separate lists and agree with Bob's suggestion that, when the dialog becomes almost exclusively a regular exchange between 2 or 3 people, then it is appropriate to make the dialog private between those individuals.
I don't mind off-topic discussions, especially those of a technical nature, but I think the thread "International Law" has really gotten tedious and should have been made private long ago.
