The gimp package SHOULD have such documentation, as the "rules"Judd laid
WAY BACK WHEN indicate that docs are to be included if such a "menu" or
"help" tool-button or selection is present in the gui.

But I repeat myself.

So.... I suggest sending a heads up message to the maintainer of said
package.
