There is a transifex project for arches v3.0 at the following url.

https://www.transifex.com/projects/p/arches3/

I added you to the project for both the Albanian core language (sq) as well
as the dialect (sq_AL).

Let me know if you need anything else.
By the way, there is a package (
https://www.caktusgroup.com/blog/2013/04/25/managing-django-translations-transifex/)
that integrate django (the platform Arches uses) and Transifex that should
help smooth the process of managing the .po files.
