Hi Piyush, I suspect you may need to upgrade pip.  The permissions error
with that txt file has been fixed for me before after upgrading pip.  With
your ENV activated, use this command

python -m pip install -U pip

And then try pip installing Arches and Arches-HIP again.  Write the
output to the text file as before, so that we can see the results.
