How is it not possible for a "small" (but big enough to require more than the 
/22 they can get free from APNIC) operator in China to acquire IPv4 space in 
the ARIN market and move it ARIN->APNIC->CNNIC? There are lots of brokers who 
are happy to help execute such transactions if the small operator doesn't have 
the expertise themselves.
