There are educational institutions that would perhaps qualify as a
volunteer or non-profit that would not qualify as an accredited institution
— accreditation is largely outside the reach of organizations that I
believe this policy is targeting.

Is it necessary to limit to accredited educational institutions? Is it
possible to have a for-profit educational institution that would otherwise
qualify for a community network designation?

Does the policy need to reference education at all?
