One follow-up question I’d ask about this process - if the petition succeeds and the proposal is put before the Board for consideration, is it expected that the Board will consider the policy with, or explicitly without, taking into account the route it took to come before the board? While it’s clear that all Board members would be aware of this, would they be encouraged to keep it in mind, or to explicitly put it aside, as part of each member’s individual decision-making criteria? (and if not, should they be?)
