Always good to know more info and be sure. My reading: 4.1.7 sets the threshold 
for replenishment (roughly 3-year supply left) and 4.1.7.2 the precedence to 
the pools.

I don’t think the other pools lack resources, it was more an offhand statement 
that they should be routed there if the waitlist is eliminated, which policy 
already does, so it was redundant on my part.

Hi Doug,

As far as I know, ARIN tops off the other pools (if needed) _before_
allocating addresses to waitlist participants. Would ARIN staff
confirm?
