This is a non-issue, as organizations routinely change their organizational 
structure and/or location, and this can sometime entail complete reorganization 
in a different state, province, or even country.  All of these are handled with 
routine updates to the legal successor (and use of NRPM 8.2 inter-regional 
transfer when the successor legal entity is in another region)
