That's my point. I don't see a need for a policy for addressing in outer
space. Something much simpler can be done on each respective RIR and
aggregation may be done in different ways, if really necessary for some
practical usage (interesting to hear about)
A specific pool may be a solution for this, but before that we still
need to validate if it justifies.

This is strategic. If we can get the correct policies and practices
in place, we can get aggregation to be the natural and normal routing
architecture for outer space. This will keep routing efficient, even
as space deployments continue to scale into human colonization.
AFAIK, there are no other practical ways. There is no policy for
addressing in outer space. Relying on agency local RIRs results in
diverse allocations and no aggregation.
Even so if this is somehow critical, it may be done via other
mechanisms inside the already well established RIRs, like a specific
pool for example, in the end the demand for this won't be that high.
I’m coming to one particular RIR, called ARIN and asking for a special
pool. I’m told the way to get that is via a policy.
I concur that demand will not be high for now. It will take a long
time for us to get off of this rock.
