Are you sure that you do not have network and/or USB boot enabled on
your RPi4? It will take “a lot" of time if you have this enabled, but
do not have DHCP and PXE server properly configured on your network.

At this stage U-Boot have not started to search for bootable 
artefacts at all.

Could you try with different SD card, and or update the EEPROM firmware?
