Yes, you don’t have network boot enabled on this divice.

Yep, it looks like you have the latest one.

I am out of ideas at the moment. My device (4b) is booting just fine
with Leap 16.0 and Tumbleweed. 

Perhaps you could attach UART cable and capture complete boot log,
including the messages from EEPROM firmware?!
