Really now.  I just looked at a bunch of spam this morning through Earthlink's web mail.  Yes, there were attahed .gif and .jpg files that did not reference back to a mail server (nor could they, the message server they were sent from does not exist.)  These files do not appear as attachments when I read them in Thunderbird.

Yes, there is a method to attach images to an e-mail message.  However, I do not know if the ARS e-mail service can perform this function.  However, as a test you can try to send out a notification from your development server using the Notify method and attach an attachment field to the message and then put in an image file in that field.

If you are using html templates and you want to show the images in the email, place the images on a web server and reference them in your html.  I do not believe it is possible to have attachments delivered with the email and shown in the email.  Take a look at all the spam you get, they all reference images on web server; none of them include attached images.
