Thanks for everyones responses .. I am not sure I ever communicated properly what my real problem was ... I was bring over data from ITSP 4 into ITSM 7. I already had my company data in a cs with assignee group as one of the fields. The problem is when you import into v7 it automatically takes the assignee group values you imported and creates group records in the Group form for those records. So my group form was being populated multiple times for the same group. For some reason it wasn't properly resolving the assignee groups I imported and the is out of the box code automatically sets the assignee groups to Public. I tracked it down and the problem was the data in the form CTM:SysGroupPermissions (I don't remember the exact name of the form, but something like that) didn't match the data in the Group form. Basically the resolution was reimport groups, then reimport into the CTM:SysGroupPermission form, and then import into the company form. Thought this might help somebody else if they run into this problem

To answer your latest question -
Importing Company data is one of the very first things you should do because just about every other table references the "Company" filed as part of its data. For example - in PCT:ProductCatalog, the Manufacturer field must match a valid Company were Company Type = Manufacturer.
 
To import Company you need -
Company, Company Type, Status

Let me rephrase the question because I have tracked back my issue to Filters that are firing that seem to overwrite my values that I am importing in ...  
I guess my question now is has anyone imported data into the COM:Company
table on v7 and have the data mappings defined or is there a pre-req of what
data should be in the system before importing company data
