Sorry to followup on my own post, but I realize I left out all of
the important details about my system:
ARS server 5.01.02 Patch 1313 on Sun Solaris 8
DB is Sybase 12.5.2, also on Solaris 8.
User tool is 5.01.02 Patch 1418
