No, it's not. It is a bug and BMC have logged it as such,
and it has been fixed in AR 7.0.1. We spent weeks looking at this one with BMC.
Rick, James - if you read Rocky's email again, he is not
saying that the login page re-appearing is the issue, the actual bug is that the
user cannot login again no matter how much they try. Obviously you try to educate the user base to logout, but if they simply close the browser window it
shouldn't mean they can't log back in until an Admin releases their license (which can only be done once per day anyways).
BTW, the bug can also occur when users have open windows
and let their session time out, and then attempt to log back in
later.

We are getting this error with mid-tier 7.0.0 patch 1 on windows 2003.
ARSystem is also 7.0.0 patch 1 on windows 2003.
We have pushed this as a bug to Remedy through our support partner and have
been told that it is fixed in 7.0.1, although I haven't seen any release
notes yet.
There is a bug, SW00252963 on remedy's site which appears to be relevant to
the 9388 problem we are getting (9093 appearing in mid-tier logs immediately
before 9388 error). This is in QA status.
