Patrick, As long as you do not insert a value on a drop list field in between, there will be no impact on the application. You could insert a value in between if you are absolutely sure that these values are not referenced in any of the workflow (AL, Filters, Escalations or join criterias etc.)
Inserting a value displaces its numerical value within the database. You can insert values in drop list field post version 7 as you can control the db numerical value while creating the field and leave buffers in between values.. Hope this helps..
