Hi,
First check that the Assignee and Submitter groups have Change access to the
field and not just Read access. In the case of Public, it can typically never
give Write access to a field.
Then you need to check that the users login name is populated in the Assigned
To field (field id 5). If not, the Assignee-group will not be activated for
that specific user.
The same would apply in case of #1 and field id 2 which activates the
Submitter-group if $USER$ is equal to the contents of that field.
If we get back to the Public-group, it is probably there to make sure all
users can Read the contents of the fields.
