Thomas, A couple of questions. What is your normal email program? In IE what do you have for your default app to handle MAILTO?
And just for fun … What happens if you copy and paste the URL into an IE window? The only thing I can see from your example that might cause an issue is that everywhere in the URL you encoded the space as %20 except for the space between Incident and Ticket.
