Hi, We are having the same problem on our Mid-Tier. We were not having the problem on MD Patch 14 either. I installed Patch 20 over the weekend and the problem starting occuring.
What I had to do temporarily to solve the problem was to add a User Preference record for each user and set the Locale Timezone value in the record to America/Chicago (since all our users are on Central Standard Timezone). The problem only seems to be happening from Windows XP machines. When I access the Mid-Tier from our Windows 2000 server, it does not happen. Let me know if you need any other information. I've been working with BMC since Monday. I'll let you know if I find any other solution.
