To make an application ITIL-compliant just requires a thorough understanding of the ITIL processes when it is being developed. To get an application 'certified' by an organization like Pink Elephant costs about $10k initially (assuming you pass the assessment). The advert only asks for a developer with an ITIL Foundations certificate - the person, rather than the application they work on.
