It has been like this as far as i can remember. If there are new OS or DB gets released, it is only added to the support matrix for upcoming versions or maybe for the last released version. 6.3 user tool will of course still be supported, but just not on Vista. v7 user tool is supported on Vista, also when running against a v6.3 server...
