Sue, It appears you have used the file replace method to install this patch.. There is a known issue with ARS 6.3 upgrade to patch 20.. The file replacement method of installing the patch fails with exactly the same error that you pointed out..
Instead download the installer and upgrade the ARS Server using the installer to install that patch.. It will work.. Hope this helps..
