My issue is on outgoing mail with little volume (1 -2 messages) and can
be duplicated either with manual creation of the message or if the
message is created via workflow. I have opened a case with BMC support,
maybe they have some answers.

We had a similar problem before, related to the incoming mailbox (POP3),
where each polling cycle would pull in the same messages from the pop3
server over and over again. This turned out to be an issue on the pop3
Email server (Lotus Domino), where the message was not getting flagged as
"Delivered" once it was downloaded.
According to our Email folks in this case, it was due to a high volume of
backlog on the mail system because of a spam attack. It sounds to me, like
the issue you are seeing, could very well be on your mail system, and not
your ARServer. Especially, if the problem just suddenly started, and you
know that there were no recent changes made on the Remedy side. A few
things I would check are:
1. Is there a significant delay in receiving the message(s)?
2. Is this issue intermittent? Or, does every notification result in
duplicates?
3. Are there possibly other applications or groups that also share this SMTP
resource, that may have processed a large volume of outbound mail?

I can't seem to find the workflow that tells the Email Engine to not
process the message again. Is this set through the Email Engine itself
and not through workflow (active links, escalations, or filters)?

I am also experiencing the same issue, but in a different server
version. I am having the issue on a 7.0.1 patch 2 server upgraded
from ARS 6.3 patch 20. I to would appreciate any suggestions on
getting this resolved.
