I noticed that too on Patch 20.  We recently updated to Patch 21.  Now I
can't find any tickets with the hour set to 12:00:00 a.m.  I am not sure
if the patch fixed the previous tickets issues or not.

Subject: Incorrect time on the worklog on the Midtier

After moving 6.3 patch 20 to a bigger/faster UNIX server we noticed that
tickets modified from the web have a worklog date time stamp of todays
date but the time is always 12:00AM.  If you create a ticket from the
web the create date and time are correct but the entry in the worklog is
12:00AM. Everything is working if you use the client and if you open the
web ticket via the client the worklog date and time are correct.
I'm not to sure where to start looking?
