What version of ARS are you currently on? If it is pre 6, do you have the rapp service running (don't remember CHG had it or if it was just for SLA)? The rapp service doesn't like version 6 (and I assume greater but haven't tried since 6). I believe part of it has to do with how licensing changed in 6.
