My specific question is, Do you have toadd the 'Z1D_Action' with a keyword value of "CREATE" into the .arm file? The documentation says you have to use that field with the keyword "CREATE", and states that "Keyword triggers workflow that iniates the submit action". I looked through all form related filters and didn't see anything referencing that. I haven't tested my shiny new .arm file yet, our development server is currently unavailable. Just thought someone may have already tackled this.
