The JRE version turned out to be the cause.

I had them install JRE 1.4.2_16 and 1.5.0_06, after which everything is
fine, without having to reboot or even restart Remedy Admin. I'm not sure
which of these versions Remedy Admin is using...but likely it's the
1.5.0_16.

I was told the Remedy Admin looks in registry for the right JRE, so as long
as you have the right version listed here
HKEY_LOCAL_MACHINE\SOFTWARE\JavaSoft\Java Runtime Environment

you don't need java environmental variables set in windows.

What confused me was that somebody with same older version of java as mine
had it working. "java -version" in his PC showed that he had the same
verison as my old version. I later asked him if he had newer versions as
well, but never got the reply. I bet he does.
