I have actually seen the ARS start time on v7.1 with ITSM Service Desk installed take between 15 and 20 minutes. ( So 8 minutes is not a "max" number in my book.)
I would suggest that you also base your test on actual connectivity instead of a process running on the host. I would suggest you turn to ARS Perl and do a login/search to confirm that the ARS server is "Up or Down".
