Answering my own question, if you create a User Password Management
Configuration record in the form, you cannot submit it with blank day
values, but you can modify it after it has been created to have null
values in those fields.  Don't do this with a lot of Users loaded who
don't all have the Disable Password Management For This User flag set to
"Yes."  The filters and escalations that handle expiring passwords do
appear to skip if the Days settings have been found to be NULL - that
could have been documented, unless it was never intended to be true.
Being paranoid about things that impact User records, I disabled several
of these filters and all of the escalations.  If someone decides to have
us start expiring passwords for support staff later (LDAP expires them
for all of the customers), then I know which workflow to turn back on.

Has anyone played around with password management in ARS 7.1 enough to
know if you can turn off only the expiration days, warning days, and
disablement by leaving them null or setting them to zero???  The
documentation does not cover this at all - it may not even be possible.
I want new Support Staff users to have to change passwords, and I want
the default character restrictions, but I don't want them to expire on
any kind of time interval.  This should only affect the < 300 support
staff; I am setting the "Disable Password Management Flag For This User"
flag to Yes" for all of the 140,000+ customers, who all have User
records because they have Login Ids.

BTW, any change to the password management settings becomes unsafe once
you actually populate customers with user accounts; I hung my test
server by doing that and only have some of the customers loaded so far -
it gets into a "Too many filters processed during this operation (ARERR
298)" firestorm.
