I vaguely remember having this issue when I was trying to archive a form with a large number of records meeting the criteria. Something to do with the length of time it was taking to archive all the records was too long and it timed out and nothing was archived. I changed my archive criteria so that a smaller amount would be archived each night and that fixed the problem for us. I don't recall ever determining exactly why it was happening.
