We ran a fresh install of 7.1.0 patch 2.  The plug-in server starts up (or
appears to), and seems to be running.  It's just that we can't seem to run
anything through it.  We're aware of the issues with the initial install
requiring info it can't have, so we run it a few times, adding a few pieces
at a time until it all runs.
