Dylan, since your original email said the problem was with the client, try this:
Open the remedy user tool and log in as the affected user. Go to tools -> options and note the Search Path. Close any remedy tools you have open. Open windows explorer and navigate to that path. Find the AR.INI file and delete it. Start the user tool again, try again and see if it works. If this does not work, then uninstall the user tool again, go to that search path and make sure that it cleanly wiped everything. I've had problems before where the .ini file did not wipe on the uninstall. Wipe the directory clean, then re-install the user tool again. Let us know if that works. I've seen this before, and was able to resolve the issue, however, I cannot remember what I did to resolve it.
