Last week I posted this issue we were having. It turns out that the problem was because we had the Mid Tier and the CMDB Web Service installed on the same machine. Apparently, you have to move the API files into a shared directory that both apps can use, rather than letting each app maintain their own version. This may make patches and updates difficult, but we haven't tested it fully yet to see what the impact will be.
