There was a bug in version 6.x where the last access time was not updated 
correctly as in never.

Autorefresh will lock a floating license to an individual.  Folks were assigned 
floating licenses when they were at home.  We turned off that option on views 
and hounded folks to remove it from macros. Once we got that under control we 
didn't have to buy another floating license for 3 years.

I've seen floating write licenses that were still consumed after 48 hours, even 
though the last accessed time hadn't changed for 48 hours. I've had this 
problem before at a different place of employment.

Floating licenses have behaved this way for a long time.  I can take it back to 
Version 3.  Version 6.x had a bug where the license didn't release at an hour.  
It was more like an hour an twenty minutes.

I am pretty sure the default behavior changed in approx 6.0 -- it used
to be the case that you did not get a float until needed.

I can see why the default changed -- however -- it seems as if it
should be a parameter set at the server level. Either the whole system
uses "aggressive float license/not"
