Unfortunately, I think BMC dropped the ball on this one. The CMDB is supposed to be an integral part of the ITSM suite, but it's still half treated like a separate product that only got partly integrated with the rest.
The issue is that of the roles available in the application, only a subset of them got mapped to permission groups that ITSM knows about. For example, CMDB Data Viewer and CMDB Data Change (or something like that) got mapped to Asset View and Asset User, etc. However, permissions that control access to the various aspects of the Console where not mapped to permission groups that you can work with on the People form. If you want them to be visible, you need to map the corresponding roles in the CMDB application to Remedy permission groups (you may need to create some new ones) and then give those permissions to the users that need them. Unless you configure the system so that these permissions appear in the People form, you'll need to give those permissions to people in the User form. If I recall correctly, the CMDB documentation does discuss this, although perhaps not very completely, so I would take a look there to see what Roles are available to be mapped to Remedy permission groups.
