Add the user to the General Access group.
That should fix the issue.

Hi List,
User has fixed license for Incident Management. Even though he is getting the 
below error,
'You do not have application write license (ARERR 9850) ARERR [330] You do not 
have write access to field :  z1G Reopen Incident'
Could you please suggest any fix for this?
