In short: Operational categorization is the "Action or function" of the request such as Add/Install/Change/Delete Product Categorization is the "Recipient of the action" such as MSFT Office/ Adobe / Dell Server or a Business Service. However, you have to really have a conversation with your organization to decide which path you want to take.
