You could add them to the other group or give them Incident Master permissions. 
 I find this utility very helpful when defining roles and permissions.

Hello everyone,

I have two Help Desk support groups and want to allow the members of one group 
to modify tickets of the other group. Is there anyway you can configure ITSM to 
allow you to do this without having to modify any workflow?
