What about making them associate members of the other help desk? You can set 
their assignment availability to NO.

Hello everyone,

I have two Help Desk support groups and want to allow the members of one group 
to modify tickets of the other group. Is there anyway you can configure ITSM to 
allow you to do this without having to modify any workflow?
