I have never been to a RUG myself, but from what I hear, it is a great event from the sales and marketing perspective for their products as well as vendor products. While there are things that would interest developers and consultants, not really a lot that will go on there will fly over your head, even if you are relatively new. They surely do not want to loose the interest of those visiting the event from a product showcase perspective by getting deep down into the guts of things. They do have (or used to) an event where you get to meet with the engineering teams, so that's about as techy as it might get..
It would also be a great event for you to meet fellow developers and exchange experiences, and if not anything contacts.. Never hurts to know people in this market as it is very small, and a few years down the line you would realize that almost everyone knows everyone, maybe not in person but at least through email exchanges..
