The Parent Company feature on the group form does not produce the desired
result in ITSM. However, building this functionality out in ITSM to utilize
the parent company is fairly easy to do. We setup a staging form that
builds out all the parent child relationships. When a user is added to the
Parent Company on the CTM:People form it then adds the appropriate
permissions in the User form. The hard part comes in managing all the
parent/child relationships and maintaining people/user records when those
relationships change.

It is a known request (obviously), but I can't comment or commit to when it
will happen.

The OOTB BMC Remedy ITSM applications have not yet been enhanced to take
advantage the feature, no.

The question is does ITSM take advantage of the feature yet? I am sure one
could change the Group record for a Company directly to adjust the hierarchy
but I am wondering what kind of unexpected behavior that may cause?
