Fred's question about user tool version came to mind for me, too.

If it relates:  Somewhere between 6.0 and 7.? the (clear) option was added to 
character menus in the User tool.  What I did for some instances where I might 
have a mix of client versions was add an entry for something like "{clear}" to 
the menu data and make the menu qualification only return that record if the 
client version was less than v.7 or whatever.

For instance:
(whatever other qualifications you have) AND ((($VERSION$ < "7") AND 
('Category' = "{clear}")) OR ('Category' != "{clear}"))

And you'd have to add an active link to make the selection clear, too.

Of course, having them upgrade to a newer client might be preferable!
