And its possible to call this API from regular workflow created from the 
Development Studio? If so how?

Short answer no..

Overlays are just an extension to what used to be done in the past – disable 
OTB workflow and create a new object to replace that..

Overlays tell the ARS to ignore the overlaid object, and use the overlay 
instead.

There is no current function advanced or otherwise that would tell workflow to 
recall the overlaid object as an exception on a particular condition..

Is there a way to stop overlays from triggering in our Change Management system 
during a request of one particular service (i.e. Facilities) without affecting 
other parts of the CM application?
