That is definitely a factor with BMC's decision to use Flash.  Hopefully
Flash isn't a long term solution.  But even with that, my Android does
support flash and the CI viewer does load (mostly) on my phone.  There are
basic AR/MT features that have problems such as menu selections, not being
able to get to Application List fields that drop off the side of the screen,
double clicking on table fields (the browser wants to zoom).
